How the two calendars differ

The civil calendar is solar: twelve months, 365 days, corrected by a leap day every four years. The Hebrew calendar is lunisolar - its months follow the moon, which makes a year of about 354 days, and an extra month is added seven times in every nineteen years so that Pesach stays in spring.

That is the whole reason a Hebrew date does not map onto a fixed civil one. The gap drifts by about eleven days a year and then corrects.

Why does the Hebrew year number differ by one during the year?

The Hebrew year changes at Rosh Hashana, in September or October, not on 1 January. So a single civil year spans two Hebrew ones.

What is a leap year in the Hebrew calendar?

A year with a thirteenth month, Adar I, inserted before Adar. It happens seven times in a nineteen-year cycle: years 3, 6, 8, 11, 14, 17 and 19.
